In the UK, Children’s Services are funded by local authorities. Spending pressures are driven by rising demand and the cost of complex placements, which can be very substantial.
Top line growth in the last decade have seen residential placements outpacing fostering in recent years as complexity rises and suitable foster capacity tightened. Residential spend overtook fostering around 2020/2021.
An increasing number of extremely high-cost placements (>£500k pa) reflects both acuity and lack of specialist options, which has contributed disproportionately to budget overshoots.
Our team has specialist experience in this area and some of our employees have worked in the Department of Health’s Children’s policy team on broader policy.
